Brown County sits just east of Clermont County, and if you're planning to put a new modular or manufactured home there, the permit path depends on what kind of home you choose. This guide from Family First Home Sales in Batavia walks through who handles what in Brown County, which inspections to expect and the questions to ask before your home is ordered.
The rules below come from official county and state pages. They change from time to time, so confirm the details with each office before you start site work.
The first question isn't about permits at all. It's about the home. Family First carries Ritz-Craft homes, including the American Dream Collection modular homes featured on our site, as well as homes from Skyline Sugarcreek. Modular and manufactured homes go through different approval paths in Brown County, so ask us which one a given floor plan is before you start the paperwork. That answer decides which office reviews your project.
The Brown County Building Department in Georgetown administers the current Residential Code of Ohio for one-, two- and three-family dwellings. Its page lays out a straightforward process:
There's one important note on the same page: the Brown County Building Department no longer issues permits or performs inspections for manufactured homes. Instead, the page links to the state's Manufactured Homes Commission (more on that below).
If you're buying a modular home, ask the Building Department how it handles the foundation and on-site work for a modular house on your lot, and what it needs from you and from us. Have your parcel address ready.
For a manufactured home, installation runs through Ohio's Manufactured Homes Program. The state's Manufactured Homes Program Seal Report site sums up the steps. Anyone who intends to install a manufactured home in Ohio first submits installation plans to a certified inspection agency and is issued a manufactured home installation permit. The installation then has to pass three required inspections: footing, electrical and final. An inspection seal is placed in the home before it may be occupied.
The same site lets you look up seal records, including the installer's name. Before you sign, ask who will install your home and who will request each of those three inspections.
If your land isn't on public sewer or water, plan for a septic system and possibly a well. The Building Department's final inspection for residential projects calls for septic approval, and the county lists a Health Department among its services. Talk to the Health Department early about your site so septic questions don't hold up your schedule.
Zoning can vary depending on where your land is, so ask the township or village office whether any zoning rules, setbacks or approvals apply to your parcel before you pick a floor plan. If you aren't sure who to call, start with the Brown County Building Department and ask which offices cover your address.
Here's the sequence we suggest for Brown County buyers. First, confirm whether the plan you like is modular or manufactured. Next, check zoning and setbacks for your parcel and talk to the Health Department about septic and well needs. Then use our Property Map to see which floor plans fit your lot. After that, submit plans to the right office (the county Building Department, or a certified inspection agency for a manufactured home). Finally, schedule inspections as each stage of the foundation, utilities and setup is finished.
If you're still choosing, our Homes & Pricing catalog shows price ranges up front. A few Ritz-Craft American Dream Collection plans to look at:
The Annabelle has 3 bedrooms, 2.5 baths and 2,338 square feet, listed at $139K–$153K. The Augusta has 3 bedrooms, 2.5 baths and 2,766 square feet, listed at $145K–$161K.
Ask us what a given range covers and what site work you'll need to budget separately. If you'll be financing, our financing page is a good place to start.
